This information always comes from sources like METARS, AIRMETS, TAFS and Area Forecast which also gives out the weather forecast needed for an airport. The purpose for ceilings and visibility analysis is to aid situational awareness with a quick glance at visualization for current C&V conditions across an area or along a route of flight.
